Accordo sui Tangobond, l’Argentina rimborsa i risparmiatori italiani. Riavranno il 150% del capitale

Una vittoria dei risparmiatori italiani arrivata 14 anni dopo il default del 2001. Si chiude il contenzioso fra l'Argentina e gli oltre 50mila risparmiatori italiani che avevano investito 900 milioni di dollari nei «Tango Bond» e che non avevano accettato le due successive ristrutturazioni del 2005 e del 2010. Con un accordo bilaterale preliminare fra l'esecutivo e la Tfa (la task force delle banche) il governo di Buenos Aires ha accettato di pagare in contanti il 150% del capitale per un controvalore di 1,35 miliardi. L'accordo è soggetto all'approvazione da parte del Parlamento argentino.
Il ministero del Tesoro di Buenos Aires, comunica l'Abi, e la Tfa hanno raggiunto l'intesa preliminare «per risolvere la controversia basata sul trattato bilaterale Italia-Argentina nell'arbitrato presso il tribunale Icsid della Banca Mondiale in cui si è richiesto il risarcimento dei danni per violazione dei diritti rivenienti dal diritto internazionale di circa 50mila obbligazionisti retail italiani detentori di circa 900 milioni di dollari di bond argentini in default rappresentati dalla Tfa». 
L'accordo, spiega l'associazione bancaria, «fa seguito ai negoziati tra l'Argentina e la Tfa finalizzati alla conclusione dell'annosa questione e segna un significativo passo in avanti nella risoluzione dei problemi del debito sovrano dell'Argentina». L'intesa rappresenta anche «l'occasione di un congruo risarcimento per i bondholders rappresentati dalla Tfa che hanno investito in obbligazioni dell'Argentina prima del default del dicembre 2001». L'Argentina quindi «definirà tutte le richieste fondate sul diritto internazionale relative alle obbligazioni in default detenute dagli individui rappresentati dalla Tfa per un pagamento in contanti pari al 150% dell'importo originario in conto capitale di tali obbligazioni». Considerando che nel periodo 2001-2015 l'inflazione media in Italia è stata dell'1,9% circa, l’accordo siglato oggi garantisce un rendimento netto annuo dello 0,82% ai 50mila risparmiatori italiani interessati.
La maggior parte dei risparmiatori italiani - 450 mila in tutto - aveva invece accettato a suo tempo il concambio con i nuovi bond argentini, un’operazione che aveva comportato una signficativa perdita in conto capitale. La Task force Argentina, guidata da Nicola Stock, incassa quindi una vittoria importante. La trattativa bilaterale con il nuovo governo di Mauricio Macri ha consentito di accelerare i tempi, senza attendere i tempi del tribunale internazionale Icsid, agenzia della Banca mondiale.
«Siamo molto lieti - ha affermato il segretario delle Finanze argentino Luis Caputo - di aver raggiunto un accordo preliminare che rappresenta il primo passo nella normalizzazione dei rapporti tra l'Argentina e i mercati finanziari internazionali». L'accordo preliminare, secondo l'Abi, apre quindi la strada «a un rafforzamento dei forti legami tra Argentina e Italia, così come agli investimenti tra i due Paesi». 
«Spero che, dopo il via libera del Congresso argentino e la definizione delle questioni legali si possa ragionevolmente arrivare a un pagamento ai nostri risparmiatori verso maggio o giugno - ha detto il presidente della Tfa Nicola Stock - È importante che sia in contanti perché molti obbligazionisti sono anziani e hanno atteso molti anni». Dopo 14 lunghi anni siamo lieti di vedere questa vicenda concludersi in maniera tale da portare a una risoluzione equa delle richieste degli obbligazionisti italiani».
L'accordo è soggetto all'approvazione da parte del Parlamento argentino, che sarà convocato dal prossimo 1° marzo, ma le dichiarazioni del ministro delle Finanze argentino lasciano intendere che la strada sia spianata.
L’accordo con i risparmiatori italiani vale il 30% del totale della trattativa con i fondi americani (i cosiddetti fondi avvoltoio), su cui invece c’è stata una fumata nera. Luis Caputo è rientrato da New York dopo aver incontrato senza esito i rappresentanti dei Fondi Elliot Management, Aurelius Capital, Bracebridge Capital, Montreux Partner, Dart Management e Davidson Kempner.

A victory for the Italian investors came 14 years after the default of 2001. The agreement says the banking association, "is a result of negotiations between Argentina and the Tfa aimed at the conclusion of the long-matter and marks a significant step forward in the resolution of sovereign debt problems in Argentina." The agreement is also "an opportunity of a reasonable compensation for the bondholders represented by Tfa who invested in Argentine bonds before the default in December 2001". Argentina then "will define all requirements based on international law relating to the bonds in default held by individuals represented by TFA for a cash payment equal to 150% of the original principal of these bonds." Whereas in the period 2001-2015, average inflation in Italy was 1.9% or so, the agreement signed today provides a net annual yield of 0.82% to 50 thousand Italian investors interested.
Most Italian investors - 450,000 in all - had instead accepted at the time the exchange with the new Argentine bonds, an operation that had involved an insignificant capital loss. The Task Force Argentina, led by Nicola Stock, then collects a major victory. The bilateral negotiations with the new government of Mauricio Macri has speeded up the time, without waiting for the timing of the international tribunal ICSID, an agency of the World Bank.
"We are very pleased - said the secretary of Finance Argentine Luis Caputo - had reached a preliminary agreement which is the first step in the normalization of relations between Argentina and the international financial markets." The preliminary agreement, according to ABI, then opens the way for "a strengthening of the strong ties between Argentina and Italy, as well as investments between the two countries."

The agreement is subject to approval by the Argentine Congress, which will be convened by next March 1, but the statements of the Minister of Finance Argentina suggest that the road has been cleared.
The agreement with the Italian investors is 30% of the total of the deal with US funds (the so-called vulture funds), where instead there was black smoke.
