Italy is introducing in her 2017 budget.. a non-dom system of sorts.. where individuals who have been non-residents for 9 or more years, and become italian residents, can opt for lump sum tax on all foreign income (except for cap gains of qualified shareholdings in first 5 years). That, for up to 15 years.

Maybe the tide will start to turn..
