Mr. Mark A. Walker has been Managing Director of Millstein & Co. LLC since November 2014. Mr. Walker lead the sovereign advisory business of Millstein & Co. LLC. He has extensive international restructuring experience. He served as the Managing Director and Head of Sovereign Advisory at Rothschild in London and New York. Mr. Walker led the Rothschild team that advised Cyprus with the restructuring and recapitalization of its banking system and negotiations with the IMF, the European Commission and the European Central Bank. Prior to Rothschild, Mr. Walker served as a Senior Advisor at Lazard Freres in Paris, France. He served as a Senior Advisor of Global Sovereign Advisory Group at Lazard Ltd., since June 6, 2011. Mr. Walker served as the Managing Partner at Cleary, Gottlieb, Steen & Hamilton LLP from May 2005 to 2011. Mr. Walker previously served as the Global Managing Partner and Chair of the Executive Committee at Cleary Gottlieb Steen & Hamilton LLP, a leading international law firm, where he spent over 40 years. He joined Cleary in 1966 and became a Partner in 1975. Throughout his career, he has been a key figure in expanding Cleary Gottlieb’s global presence, particularly in Latin America and Asia. Widely recognized as one of the world’s leading lawyers in the area of sovereign debt restructuring, Mr. Walker has advised the Mexican, Korean and Indonesian governments on debt management and has counseled the governments of Argentina, Democratic Republic of Congo, Colombia, Guatemala, the Ivory Coast, Madagascar, Peru, the Philippines, and Slovenia in external debt matters. He has assisted in the formulation, negotiation and documentation of arrangements with international organizations, commercial banks and creditor governments that have become models for the management of international debt crises. He advised the Federal Reserve Bank of New York and the US Treasury relating to the financial crisis, and was an expert advisor to the G-30 Financial Reform Working Group. He serves as Chairman of Board of Trustees at Population Council. He received a LL.B. degree in 1966 from Yale Law School, where he served as Articles and Book Review Editor of the Yale Law Journal. Following his graduation from law school, Mr. Walker did research in Paris on French economic planning. He is a member of the Bar in New York. He received an undergraduate degree from Stanford University in 1963.
