Subject: Evidence Mounts That Argentina Seeks To Evade Supreme Court

Dear Colleague:

I want to draw your attention to a recent article which exposes the Government of Argentina’s
legal strategy to deliberately evade any ruling by the U.S. Supreme Court with which it
disagrees.

As you may know, Argentina has been sweating under a legal heat lamp in the U.S. since it
defaulted on over $100 billion in debt in 2001. Much of that debt was issued by American
creditors who have been fighting to get their money back. Since that time, Argentina has lost
over 100 court judgments in the U.S. and is now asking the Supreme Court to overturn lower
court rulings that favor its creditors who have lost millions.

Congress and the Administration have taken notice of Argentina’s flagrant disregard for the
law. State Department officials recently testified that Inter-American Development Bank and
World Bank executive directors from the U.S. have been instructed to “vote against all loans to
Argentina” because of that country’s refusal to obey court orders to pay its outstanding debts to
U.S. bond holders.

Now, after losing support for its legal position with the all three branches of government, it is
unfortunate yet not surprising that Argentina is willing to flagrantly dismiss the ruling of the
highest court in the land. I hope you will join me in taking notice of this very troubling
development in Argentina’s long legal saga.

Sincerely,

Michael McCaul
Member of Congress
