Venezuela's state-run oil company Petróleos de Venezuela (Pdvsa) has launched a tender to buy a cargo containing 700,000 barrels of Russian Urals light crude in the open market, to be delivered from December 15-31 in Curacao Island, according to a document obtained by Reuters on Monday.
